Policy and Procedure Manuals

Policy and Procedure manuals should be used as a reference and as a general guide. It is expected that managers and supervisors will strive to apply the policies equitably, and that appropriate consideration will be given to previous actions that may have been taken under the stated policies. However, a policy and procedure manual is not intended to be an inflexible rule book. Rather it should be a resource for interpreting the variety of individual situations that can occur in the workplace. In each case when the policies in a manual are applied to such situations including employee performance and possible misconduct, the appropriate discipline or counseling action will be determined at the employer’s discretion, on the basis of the particular facts or circumstances. Human resource questions which are not directly addressed in a manual should be referred to a human resources manager.
